A written document about the history of the barangay and confirmed by the workshop participants during the focused group discussion conducted where members of the Barangay Development Council and some elder residents both participants and respondents. History revealed that sometime in 1924 when group of families exhausted to Barangay Hinatuan, Bislig, Surigao del Sur because of epidemics particularly  known as “CHOLERA”. Number of residents died that pushed them  to leave the place. It was also on that time when Kapitan del Barrio ANSELMO PAQUEO told the residents to leave the area. His word of comfort to the people stressed out was “PANAW TAO”. Years later, new generation made emphasis of the words left by the said community leader restated as “PANATAO”.

On June 20, 1924, by virtue of Executive Order 582, paves the way to the birth of Barangay Panatao under the Municipality of Gigaquit since Claver was not yet a municipality during that time.


Barangay Panatao was officially created on June 20, 1924 by virtue of the Executive Order 582 as per second of the present barangay profile. The first Teniente del Barrio was Mr. Anselmo Paqueo. The residents were involved in the community settlement. The houses were located in the plain and strategic areas of the barangay. Over the years after the Second World War, the barangay have grown in size in terms of population. Such increase in population is an evident to its natural growth in population. Also, the operation of mining companies in the adjacent barangays also generates in-migration.

The barangay operates by virtue of Republic Act No. 3590, also known as the Barangay Charter and reinforced by Republic Act No. 7160, otherwise known as the 1991 Local Government Code, the basic law that governs the organization and administration of the barangay government granting them greater autonomy in the administration of their resources.

The barangay being the lowest political unit have a direct contact with the people assuming primary role in the delivery of essential public services. The main goal is to attain development through the delivery of the basic social, economic and various development services with an adequate legislative and administrative support mechanism.


In early years, social services are very limited. There was no health center and only a primary school is available. Decades after the Second World War, social services are improved including the construction of health center, the presence of complete elementary school, as well as the improvement of the national highway being conreted.

On the other hand, living was seems to be difficult since the main source of livelihood that time depends on farming and fishing. The operation of Taganito Mining Corporation paves way to employment  to some residents. At present there are about five mining companies assumed its operation in the adjacent barangays.
